A protected landscape that is still a city
Paphos is not a frozen archaeological park. The harbour, residential streets, museums and coastal walks meet a World Heritage landscape whose protection depends on careful access and stewardship. The Tombs of the Kings are a distinct necropolis, not royal burials; the name is traditional.
